LG화학, 2020년 가스 유출 사고 난 인도 공장 찾아 200억 지원 약속

LG화학이 지난 2020년 인도 소재 계열사 LG폴리머스에서 발생한 가수 누출 사고 지역 주민들에에 200억원 규모의 지원 계획을 밝혔다.

10일 LG화학에 따르면, 신학철 LG화학 대표이사 부회장은 지난 9일(현지시간) 인도 남부 안드라프라데시(AP) 주를 방문해 사고가 발생했던 마을 주민들과 찬드라바부 나이두 주 총리를 만나 위로의 뜻을 전했다. 신 부회장은 이 자리에서 사고 공장 인근 마을의 5000여 가구를 대상으로 약 12억루피(200억원) 규모의 지원을 하겠다고 약속했다.

LG폴리머스는 LG화학의 인도 소재 계열사로, 지난 2020년 5월 7일 AP주 비사카파트남에 있는 LG폴리머스 공장에서 스티렌 가스가 누출돼 사고 당일 12명이 사망했다. 이 사고를 추적해온 환경보건시민센터에 따르면, 사고 이후 후유증으로 16명이 추가로 숨졌다고 한다. 스티렌 가스는 국제암연구소(IARC)가 지정한 2급 발암물질로, 당시 지역 주민 500여 명이 입원하고 2만여명이 대피하는 등 지역 사회 전체에 큰 영향을 미쳤다.

LG화학은 이번 지원 발표에 따라 LG폴리머스는 공장 주변 마을 주민들에게 생활 지원금을 지급할 계획이다. 또 주민 요구 사항을 반영해 건강 추적 검사 등을 위한 검진센터를 운영한다. 인도 현지에 신규 재단을 설립해 마을 주민들이 지속적으로 회복·케어 서비스를 받을 수 있도록 사회공헌(CSR) 활동도 추진할 예정이다. 신 부회장은 “사고 재판 결과가 나오기 전이라도 현지 주민에게 실질적인 도움이 될 수 있는 인도적인 지원에 최선을 다할 것”이라고 말했다. 현재 사고 책임과 보상 절차를 위한 재판이 인도 법원에서 진행 중이다.

LG폴리머스 사고에 대해 국내 시민단체들은 LG화학의 후속 조치를 요구해왔다. 환경보건시민센터는 지난 5월 사고 4주기 기자회견을 열고 “4년이나 지났지만 LG는 피해자들에게 배보상금 어떠한 것도 지급하지 않았다. LG는 지금이라도 피해자 전수조사를 해야 한다”고 주장했다.

지난 5월 7일 서울 종로구 LG광화문빌딩 앞에서 열린 LG화학 인도참사 4주기 책임촉구 기자회견에서 환경보건시민센터, 환경운동연합 등 관계자들이 손팻말을 들고 있다. 

LG화학은 이런 지적에 대해 LG폴리머스는 관계 당국의 명령에 따라 현재까지 총 200억원 이상의 공탁금을 법원에 납부했다고 설명했다. 또 그동안 식량·위생용품 지원, 식수차 기부, 마을정화 활동, 수질·토양 검사 등 피해 지역 복구 활동을 실시했다고 밝혔다. LG화학에 따르면, 현재까지 LG폴리머스 주변 주민 5000여 명이 지정 병원에서 의료 서비스를 받았다고 한다. 2021년에는 산소 공급에 필요한 핵심 소재인 제올라이트 80톤(t)을 전용기 3대를 띄워 코로나가 확산 중이던 AP주에 기부했다고 LG화학은 밝혔다.

LG Chem announced plans to provide support worth 20 billion won to residents in the area where a hydrocarbon leak occurred at its India-based affiliate LG Polymers in 2020.

According to LG Chem on the 10th, Vice Chairman Shin Hak-cheol of LG Chem visited the southern Indian state of Andhra Pradesh (AP) on the 9th (local time) and met with residents of the village where the accident occurred and Prime Minister Chandrababu Naidu to offer condolences. reported. At this meeting, Vice Chairman Shin promised to provide approximately 1.2 billion rupees (20 billion won) in support to about 5,000 households in villages near the sago plant.

LG Polymers is an Indian subsidiary of LG Chem. On May 7, 2020, styrene gas leaked from the LG Polymers plant in Visakhapatnam, AP, killing 12 people on the day of the accident. According to the Citizens' Center for Environmental Health, which has been tracking this accident, 16 additional people died from aftereffects after the accident. Styrene gas is a class 2 carcinogen designated by the International Agency for Research on Cancer (IARC), and had a significant impact on the entire community, with over 500 local residents hospitalized and over 20,000 people evacuated.

Following LG Chem's announcement of this support, LG Polymers plans to pay living expenses to residents of villages around the plant. In addition, we operate a check-up center for health follow-up tests, etc., reflecting the needs of residents. We plan to establish a new foundation in India and promote social contribution (CSR) activities so that village residents can continue to receive recovery and care services. Vice Chairman Shin said, “Even before the results of the accident trial are announced, we will do our best to provide humanitarian support that can provide practical help to local residents.” Currently, a trial for accident liability and compensation procedures is underway in an Indian court.

Regarding the LG Polymers accident, domestic civic groups have been demanding follow-up measures from LG Chem. The Citizens' Center for Environmental Health held a press conference on the 4th anniversary of the accident last May and said, "Although four years have passed, LG has not paid any compensation to the victims. “LG must conduct a full investigation of all victims even now,” he argued.

In response to this criticism, LG Chem explained that LG Polymers has so far paid a total of more than 20 billion won in deposits to the court in accordance with the orders of the relevant authorities. In addition, it was announced that recovery activities for damaged areas have been carried out, such as providing food and hygiene products, donating drinking water trucks, village cleanup activities, and water quality and soil testing. According to LG Chem, more than 5,000 residents around LG Polymers have received medical services at designated hospitals to date. LG Chem announced that in 2021, it donated 80 tons (t) of zeolite, a key material needed for oxygen supply, to the AP state where the coronavirus was spreading by flying three private planes.
