아시아는 지구촌 여러 권역 중에서 가장 인구가 많고 경제활동이 활발한 지역이다. 이 때문에 노동자들의 산업보건문제도 많고 소비자와 시민들의 환경보건문제도 심각하다. 아시아직업환경피해자권리네트워크(Asian Network for the Rights of Occupational and Environmental Victims, ANROEV)는 30년 전 태국과 중국 등에서 발생한 대규모 노동자 산재사망사고를 계기로 아시아 노동자들의 건강과 안전을 지키기 위해 아시아 각국의 노동조합, 산업보건 시민사회단체들이 모여 결성한 아시아네트워크다. 2009년 모든 아시아 나라들의 공동이슈인 석면 문제를 집중적으로 다루기 위해 아시아석면추방네트워크(Asian Ban Asbestos Network, ABAN)가 결성된 것을 계기로 2010년부터 환경보건문제도 본격적으로 다루기 시작했다. 

코로나 이전에는 1~2년마다 아시아 각국의 주요 도시에서 전체회의를 개최했다. 2008년 태국 방콕, 2009년 홍콩과 캄보디아, 2010년 인도네시아 반둥, 인도 자이푸르, 2012년 방글라데시 다카, 2014년 베트남 하노이, 2016년 네팔 카트만두 등이다.  

2010년 11월에는 일본, 한국, 홍콩, 인도, 인도네시아 등의 회원과 석면 피해자들로 구성된 ‘아시아항의단’이 캐나다 퀘벡을 방문해 석면광산 개발로 아시아에 석면을 수출하려는 계획에 강력히 항의했고 결국 개발을 중단시키기도 했다. 한국에서 석면암인 악성중피종 환자 이정림씨가 참여한 바 있다(2011년 작고). 

한국은 2019년 서울에서 ANROEV 전체회의를 개최한 바 있다. 산업보건분야에서는 원진레이온 관련 단체, 삼성반도체직업병 문제를 다뤄온 반올림과 산재추방운동단체들이 참여해왔다. 환경보건분야에서는 한국석면추방네트워크, 부산석면추방공대위, 환경보건시민센터 등이 참여하고 있다. 

2015년부터 한국의 가습기살균제 문제에 대해서 ANROEV차원의 연대활동이 활발하게 이루어졌고, 2020년에 발생한 LG화학 인도 참사 문제에 대해서도 연대활동이 활발하다. 2023년 코로나 이후 처음 열린 태국 방콕의 국제대회에서 16개국 150여명의 참가자들은 LG화학 인도참사 피해자들의 증언에 귀를 기울였고, 5월8일 방콕 주재 한국대사관앞에서 대규모 다이인(die-in) 퍼포먼스를 통해 LG의 책임을 촉구했다.(보고서 454호 링크 클릭) 2023년 8월부터 시작된 일본의 후쿠시마 핵오염수 해양투기 문제에 대해서도 ANROEV회원단체들이 적극 반대 의사를 표시하고 있다.(5월18일 인도양 벵골만 해상캠페인 클릭,  3월5일 인도양 스리랑카 콜롬보 해상캠페인 클릭)

2024년 5월 29일부터 31일까지 ANROEV 회원단체의 회원 20여명이 대만, 필리핀, 베트남, 홍콩 등에서 참여해 한국이 경험해 온 산업보건과 환경보건문제에 대해 경험을 공유하고 해결 방향을 모색하는 국제워크숍을 서울에서 갖는다. 그 일환으로 30일 오전 서울 시내 몇 곳에서 후쿠시마, 가습기살균제, LG화학 인도 참사 등 주요 환경보건문제에 대해 해당 국가와 기업의 책임을 촉구하는 기자회견을 갖는다.

Be Responsible to the Victims of Humidifier Disinfectant Disaster  

먼저, 오전 10시 서울 종로1가에 위치한 SK서린빌딩 앞에서 가습기살균제 참사의 주범기업인 SK에 피해자 배상책임을 촉구한다. 가습기살균제 참사는 한국기업 SK, LG, 애경, 삼성, 롯데, 이마트 등과 영국기업 레킷(옥시), 테스코, 독일기업 헨켈 등이 제품 안전에 대한 확인없이 만들어 1994년 부터 2011년까지 18년간 무려 1천만개를 판매했고 이로 인해 2024년 4월30일까지 피해신고자만 7,937명이고 이중 사망자는 23%인 1,856명이나 되는 금세기 최악의 환경 참사다. 아직 신고되지 않고 있는 피해자는 훨씬 많아서 2020년 한국환경보건학회지에 실린 논문 <가습기살균제 노출 실태와 피해규모 추산>에 의하면 한국사람 894만명이 가습기살균제 제품에 노출되었고, 이중 95만명이 건강피해를 경험했으며 20,366명이 사망한 것으로 추산된다. 

제품 안전관리를 소홀히 한 한국 정부도 공범으로 비판받고 있으며 한국 수사당국이 소극적으로 대처해 레킷(옥시), 롯데, 홈플러스 등 일부 기업관계자만 솜방망이 처벌했고, SK 애경 이마트 등은 아직도 형사재판이 진행 중이다. 

ANROEV 참가자들은 “가습기살균제 참사는 비록 한국에서만 만들고 판매되었지만 유명 한국기업및 영국기업 등 다국적 기업들이 연루되었고, 호흡 독성을 일으킬 수 있는 스프레이형 생활화학제품이 세계 모든 나라에서 판매되고 있어 타산지석으로 삼아야 한다”고 강조한다. 더불어 “억울한 소비자 피해자들에게 제대로 된 사과와 위로 그리고 배상이 이루어져야 한다”고 지적하며 SK, 레킷(옥시) 등 관련 기업들의 책임을 촉구한다.

이어 오전 10시45분경 서울 중구 일본대사관 앞에서 일본 정부와 도쿄전력에 후쿠시마 핵오염수 해양투기를 중단할 것으로 요구하는 기자회견을 갖는다. 국제사회가 반대하고 우려했음에도 일본정부와 도쿄전력은 2023년 8월부터 후쿠시마 방사능오염 폐수를 태평양에 해양투기 하고 있다. 5월17일부 6월4일까지 6차 해양투기를 진행하고 있다. 

필리핀, 대만, 베트남, 홍콩에서 온 ANROEV 참가자들은 “바다는 하나다, 태평양은 우리 모두의 미래요, 생명의 터인데 어찌 일본은 위험천만한 후쿠시마 원전 폐수를 함부로 해양투기 하는가, 즉각 중단하라. 태평양은 아시아 모든 국가들이 공유하는 해양 생태계다. 일본의 핵 쓰레기장이 아니다.”라는 메시지를 전한다.  

Arrest Gaurav Jain, the Humidifier Disinfectant killer 

Interpol should cooperate with the Korean prosecutor to solve the disaster   

오전 11시30분경에는 광화문 이순신 장군상 앞에서 가습기살균제 참사의 주범기업인 영국기업 레킷(옥시)의 책임을 촉구한다. 전체의 절반이 넘는 가장 많은 제품을 판매했고, 역시 전체의 절반을 훨씬 넘는 가장 많은 피해자를 발생시켰음에도 피해자에 배상책임을 회피하고 있는 레킷(옥시)을 규탄한다. 

특히 2010년부터 2012년까지 레킷(당시 레킷벤키저)의 한국지부 사장이었던 거라브 제인(Gaurav Jain)은 이후 싱가포르를 거쳐 현재 인도 레킷의 고위직(Senior vice President, India)으로 있는 자다. 한국 검찰이 2016년 이 사건을 수사하면서 거라브 제인을 국내로 소환했는데 이에 불응했다. 2016년 국회 국정조사에도 증인 불출석했다. 이에 한국 검경이 거라브 제인을 인터폴에 적색 수배한 상태다. 2019년 사회적참사특조위가 개최한 청문회에도 나오지 않았고 사참위가 인도 현지 조사를 추진했지만 거부했다.  

최근 알려진 바에 의하면, 거라브 제인은 인터폴 적색수배를 해제하기 위해 소송을 추진 중이라고 한다. 거라브 제인은 2006년부터 2010년까지 옥시의 마케팅 디렉터로 근무했다. 옥시싹싹 가습기당번의 제품에 ‘어린이에게도 안심’이라는 광고문구를 넣은 책임과, 2011~2012년 호흡독성시험 조작을 주도한 혐의를 받는 가습기살균제 참사의 핵심 피의자다. 거라브 제인에 대해 수사하지 못함으로써 존 리 사장에 대한 수사도 미흡하게 되어 존 리는 무죄가 확정된 상황이다. 이제라도 거라브 제인에 대한 소환 수사가 이루어져야 하며 더불어 존 리 등 외국인 임원들에 대한 사법처리도 제대로 이루어져야 한다. 

ANROEV 참가자들은 “가습기살균제 참사의 주범 기업인 레킷의 영국 본사 사장과 임원들이 제대로 수사 받지 않고 사건이 알려진 후 13년이 지나고 있는 지금도 인터폴에 적색수배 상태라는 점은 놀라운 일이다. 한국정부가 적극 나서서 소환수사해 더이상 피해자들의 억울하지 않게 해야 한다”고 말한다. “레킷은 데톨(Dettol)이라는 유명 살균제품을 만들어 파는 영국계 다국적기업이다. 수많은 한국의 어린이와 산모 등 소비자를 죽게 한 살인기업의 책임자 거라브 제인을 인터폴이 적극 나서서 한국으로 소환해야 한다. 인터폴은 적색수배를 풀어서는 안 된다”고 지적한다.

LG styrene gas leakage is another Bhopal disaster 

마지막 프로그램으로 12시경에 LG광화문 빌딩 앞에서 LG화학의 인도 참사에 대해 책임을 촉구한다. 세계 3위 화학기업이라는 LG화학은 2020년 5월7일 인도 비샤카파트남(Vishakapatnam)에 있는 LG 폴리머스 공장에서 발암물질이자 독극물인 스티렌(styrene) 가스를 818톤이나 누출시키는 사고를 일으켰다. 사고 당일에만 주민 12명이 사망했고 585명이 병원에 입원했으며 2만명이 가스에 노출되어 며칠간 대피해야 하는 대참사였다. 이후에도 2023년 3월까지 주민 11명이 추가로 사망하는 등 후유증이 심각한 상황이다. 

그런데 LG는 민형사 법적 소송이 진행 중이라는 이유로 피해 주민들에게 아무런 배상을 하지 있다. 사고 당일 사망자와 병원 입원자 등에 대해서만 인도 지방정부가 배상금을 일부 지급했을 뿐이다. ANROEV는 2023년 5월과 2024년 5월 현지조사단을 구성해 피해 주민 실태조사를 실시했다. 많은 주민들이 심각한 후유증을 앓고 있는 것으로 파악됐다. 

ANROEV 회원들은 “글로벌기업이라는 LG가 환경 참사를 일으켜놓고 4년이 지나도록 피해 주민들에게 배보상을 전혀 하지 않는다는 사실에 분개한다. 40년 전 미국기업 유니언카바이드(현재 다우케미칼)가 인도 보팔에서 참사를 일으킨 후 미국으로 도망치고 아직도 사고 현장을 방치하고 있는 것도 뭐가 다르냐, 제2의 보팔참사가 아니고 무엇이냐”고 지적한다. 

이렇게 아시아 여러 이웃 나라의 시민사회단체 회원이 한국의 주요 환경보건 이슈에 대해 적극적인 관심을 표명하며 국제연대의 메시지를 직접 전하는 것을 이번이 처음이다. 이들은 한국이 세계 10위의 경제 대국으로 성장했고 삼성, LG, SK 등 글로벌 기업도 여럿인데 정작 이들의 사회적 책임은 매우 실망스럽다고 지적하며, 아시아 시민사회의 굳건한 연대로 다국적기업들의 횡포로부터 노동자와 시민의 건강을 지키자는 메시지를 한국시민단체들과 나누고자 한다.

Press Statement

Asia is the most populous and economically active region among many regions of the world. As a result, there are many occupational health problems for workers, and environmental health problems for consumers and citizens are also serious. The Asian Network for the Rights of Occupational and Environmental Victims (ANROEV) is a labor union in various Asian countries to protect the health and safety of Asian workers following the large-scale industrial accident deaths that occurred in Thailand and China 30 years ago. An Asian network of civil society organizations working in the field of occupational health. In 2009, the Asian Ban Asbestos Network (ABAN) was formed to focus on the asbestos issue, which is common to all Asian countries, and in 2010, environmental health issues began to be addressed in earnest.

Prior to COVID19, plenary meetings were held every one to two years in major cities in Asian countries. These included Bangkok, Thailand in 2008; Hong Kong and Cambodia in 2009; Bandung, Indonesia in 2010; Jaipur, India, Dhaka, Bangladesh in 2012; Hanoi, Vietnam in 2014; and Kathmandu, Nepal in 2016.

In November 2010, the Asbestos Protest Group, consisting of members from Japan, Korea, Hong Kong, India, Indonesia and other asbestos victims, visited Quebec, Canada and strongly protested the plan to export asbestos to Asia through the development of asbestos mines. It was stopped. Jeonglim Lee, a patient with malignant mesothelioma, a type of asbestos cancer in Korea, participated (she died in 2011).

Korea held the ANROEV plenary meeting in Seoul in 2019. In the field of occupational health, organizations related to Wonjin Rayon, Banollim, which has been working on the issue of occupational diseases at Samsung Semiconductor, and industrial accident expulsion movement groups participated. In the field of environmental health, the Korea Asbestos Removal Network, the Busan Asbestos Removal Committee, and the Citizens' Center for Environmental Health have participated.

Since 2015, solidarity activities at the ANROEV level have been active on the humidifier disinfectant issue in Korea, and solidarity activities are also active on the LG Chemical India disaster issue that occurred in 2020. At the first international convention held in Bangkok, Thailand after the coronavirus pandemic in 2023, about 150 participants listened to the testimonies of victims of the LG Chemical India disaster and held a large-scale die-in performance in front of the Korean Embassy in Bangkok to demonstrate LG's responsibility(Report 454-click). ANROEV member organizations are also actively opposing the ocean dumping of Fukushima radioactive contaminated water in Japan, which began in August 2023. From May 29 to 31, about 20 members of ANROEV member organizations from Taiwan, the Philippines, Vietnam, Hong Kong, etc. participated in an international workshop in Seoul to share experiences and seek solutions for occupational health and environmental health problems that Korea has experienced. has in As part of this, a press conference will be held at several locations in Seoul on the morning of the 30th to call for responsibility from the relevant countries and companies for major environmental health issues such as Fukushima, humidifier disinfectants, and the LG Chemical disaster in India.

Be responsible for the victims of the humidifier disinfectant disaster

First, at 10 a.m. in front of SK Seorin Building in Jongno 1-ga, Seoul, we demand SK, the main company responsible for the humidifier disinfectant disaster, to take responsibility for compensating the victims. The humidifier disinfectant disaster occurred when Korean companies SK, LG, Aekyung, Samsung, Lotte, E-Mart, British companies Reckitt (Oxy), Tesco, and German company Henkel manufactured products without verifying product safety and sold up to 10 million units over 18 years from 1994 to 2011. As a result, as of April 30, 2024, 7,937 people have reported injuries and 1,856 people, or 23%, have died, making it the worst environmental disaster of this century.

Many more victims have not yet been reported. According to an academic paper published in the Journal of the Korean Society of Environmental Health in 2020, “An Estimation of Population at Risk to Humidifier Disinfectant and Associated Health Effects” 8.94 million Koreans were exposed to humidifier disinfectant products, and 950,000 of them experienced health damage. It is estimated that 20,366 people died.

The Korean government, which neglected product safety management, is also criticized as an accomplice, and the Korean investigative authorities responded passively, only lightly punishing some corporate officials such as Reckitt (Oxy), Lotte, and Homeplus, and criminal trials for SK Aekyung E-Mart and others are still pending. ANROEV participants said, "Although the humidifier disinfectant disaster was only manufactured and sold in Korea, multinational companies such as famous Korean and British companies were involved, and spray-type household chemical products that can cause respiratory toxicity are sold in all countries of the world, so this should be taken as an example. In addition, he pointed out that "proper apologies, consolation and compensation must be provided to the victims of wrongful consumer actions," and urged related companies such as SK and Reckitt (Oxy) to take responsibility.

STOP Dumping Fukushima Nuclear Waste into the Ocean

The Pacific Ocean is our common future, not a Japanese dumping ground.

Then, at around 10:45 a.m., a press conference was held in front of the Japanese Embassy in Jung-gu, Seoul, demanding that the Japanese government and the Tokyo Electric Power Company stop dumping Fukushima nuclear-contaminated water into the ocean. Despite the opposition and concerns of the international community, the Japanese government and Tokyo Electric Power Company have been dumping Fukushima radioactive wastewater into the Pacific Ocean since August 2023. The 6th ocean dumping will take place from May 17 to June 4.

ANROEV participants from the Philippines, Taiwan, Vietnam and Hong Kong said, "The ocean is one, the Pacific Ocean is the future of all of us and the place of life, so why is Japan recklessly dumping dangerous Fukushima nuclear waste into the ocean? Stop it immediately. The Pacific Ocean is a marine ecosystem shared by all Asian countries. It sends the message, "This is not Japan's nuclear waste dump.

Arrest Gaurav Jain, the Humidifier Disinfectant Killer

Interpol should cooperate with Korean prosecutors to solve the disaster

At around 11:30 a.m., in front of the statue of Admiral Yi Sun-sin in Gwanghwamun, people demand responsibility for the British company Reckitt (Oxy), the main culprit of the humidifier disinfectant disaster. We condemn Reckitt for avoiding responsibility for the damage even though it sold the most products and caused the most casualties.

In particular, Gerab Jain, who served as president of Reckitt's (then Reckitt Benckiser) Korean branch from 2010 to 2012, later moved to Singapore and is now a senior vice president of Reckitt in India. Korean prosecutors summoned Gerab Jain to Korea in 2016 while investigating the case, but he failed to comply. He also failed to appear as a witness at the National Assembly investigation in 2016. As a result, the Korean police placed a red notice on Gerabzein with Interpol. He failed to appear at a hearing held by the Special Committee on Social Disasters in 2019, and the committee's request for an on-site investigation in India was denied.

According to recent news reports, Gerabzein is pursuing legal action to have his Interpol red notice lifted. Gerabzein worked as Oxy's marketing director from 2006 to 2010. He is the prime suspect in the humidifier disinfectant disaster, responsible for putting the "safe for children" claim on the OxySsakSsak humidifier product, and for leading the manipulation of respiratory toxicity tests in 2011-2012. Because of the failure to investigate Gerab Jane, the investigation of CEO John Lee was also inadequate, and John Lee was found not guilty. Even now, Gerab Zein must be summoned and investigated, and foreign executives like John Lee must also be properly dealt with..

ANROEV participants said, "It is astonishing that the CEO and executives of the Reckitt Korea(Oxy), the main culprit in the humidifier disinfectant disaster, have not been properly investigated and are under a red notice from Interpol for 7 years. The Korean government must actively take action and investigate to ensure that the victims are no longer treated unfairly." As the last program, we will stand in front of the LG Gwanghwamun building around 12:00 p.m. to demand LG Chem's responsibility for the Indian tragedy. LG Chem, the world's third largest chemical company, caused an accident at the LG Polymers plant in Visakhapatnam, India, on May 7, 2020, releasing 818 tons of styrene gas, a carcinogen and poison. On the day of the accident alone, 12 residents died, 585 were hospitalized, and 20,000 people were exposed to gas and evacuated for several days. The aftermath has been severe, with 11 more residents dying by March 2023.

However, the LG is not compensating the affected residents as civil and criminal cases are ongoing. The LG has only paid partial compensation to those who died and were hospitalized on the day of the accident. ANROEV formed a field investigation team in May 2023 and May 2024 and conducted a survey of the affected residents. It was found that many residents were suffering from serious aftereffects. 

ANROEV members said, "We are outraged by the fact that LG, a global company, caused an environmental disaster and has not paid any compensation to the affected residents even after four years. He points out, "40 years ago, the American company Union Carbide caused a disaster in Bhopal, India, fled to the United States and is still leaving the site unattended. How is this different from a second Bhopal disaster?"

This is the first time that members of civil society organizations from various Asian neighboring countries have taken an active interest in major environmental and health issues in Korea and have directly conveyed a message of international solidarity. They point out that Korea has become the 10th largest economy in the world and that there are many global corporations such as Samsung, LG and SK, but their social responsibility is very disappointing, and that the strong solidarity of Asian civil society will protect workers and citizens from the tyranny of multinational corporations. We want to share the message of protecting our health with Korean civil society groups.
